Management and reclaiming of the sludge generated at all of the waste water treatment plants in the Community of Madrid


  • Every year, the company will collect, transport and process 220,000 tonnes of sludge from the eight Waste Water Treatment Plants (EDAR) in the capital city of Madrid
  • It will also run the thermal drying plan at the EDAR Sur, one of the largest in Europe

Canal de Isabel II and the Community of Madrid continue to back environmental quality and energy efficiency with the reuse of sludge from the treatment plants to obtain energy. Thanks to the drying treatment with high efficiency cogeneration, the sludge management process will enable the Community of Madrid to generate electricity to supply 230,000 inhabitants.

To this purpose, Canal de Isabel II is to award two contracts for the management and treatment of the sludge from the eight waste water treatment plants in the capital of Madrid. One of the contracts is for the management of the sludge and the operation of the thermal drying plant with cogeneration at the Waste Water Treatment Plant, EDAR Sur; the other is for the purchase of natural gas for the operation of the installation. The public company already manages the sludge from the other waste water treatment plants in the region and processes it at the Loeches treatment unit.

On the one hand Canal is to take over the management of the 190 million kilowatt-hours per year of electricity energy produced at EDAR Sur, equivalent to the electricity supply required for districts such as Parla or Torrejón de Ardoz. On the other hand is the electricity generated by the sludge drying plant already managed by Canal de Isabel II in the district of Loeches.

CANAL TO MANAGE SLUDGE FROM ALL THE WASTE WATER TREATMENT PLANTS

Under the first contract, Canal de Isabel II will start to manage the sludge produced from the treatment of waste water at the eight treatment plants in the city of Madrid. Thus, Canal is to manage 100 % of the sludge generated at the waste water treatment plants in the region.

The tender procedure, which has been awarded for the sum of 21.43 million Euros, is for three years and may be extended for a further year. The plants, municipally owned but managed by Canal de Isabel II, provide services to four million inhabitants and produce 220,000 tonnes of sludge per year.

Similarly, and for the treatment and reclaiming of this waste, under the same contract Canal de Isabel II will take over the operation and maintenance of the thermal drying plant with cogeneration at EDAR Sur. The sludge generated at the waste water treatment plants will be taken to this installation, one of the largest in Europe, for drying, sanitisation and recovery mainly for agricultural use.

The second contract refers, more precisely, to the operation of the thermal drying plant: the purpose is the supply of 511 Gigawatt-hours of natural gas to the drying plant at EDAR Sur. The cost estimate for the award of this contract is 15,168,776 Euros for an initial period of one year. The waste sludge is dried using heat generated by a high efficiency turbine powered by natural gas, also permitting the generation of electrical energy.

CLEAN GENERATION AND EFFICIENCY: STRATEGIC OBJECTIVES OF CANAL

Every year, 410,000 tonnes of sludge are generated from the treatment of waste water in the Community of Madrid. Subsequently, and thanks to this treatment, they are reused, mainly as agricultural fertiliser or, where applicable, as substitute fuel in cement plants. The thermal drying process which uses heat from electricity cogeneration, reduces the volume of the sludge, going from an initial dryness of around 21 % to a final dryness of 90 %, obtaining an end product in the form of granules of dry sludge, of value in agriculture or as fuel in some industrial processes.

These actions are part of the line for the promotion of environmental quality and energy efficiency of the public company's Strategic Plan. This includes the Clean Generation or ‘0 Kilowatts’ Plan, which seeks to produce 100 % of energy for their own consumption using renewable energies and the massive sanitisation of sludge from EDAR for agricultural use.

It operates 13 reservoirs; 78 spring tappings; 14 drinking water treatment plants; 17,556 kilometres of conveyance and distribution channels; 131 pumping stations for drinking water and 133 for waste water; 14,956 kilometres of sewage networks; 65 storm tanks; 877 kilometres of sewers and outfalls; 157 waste water treatment stations; and 588 kilometres of reclaimed water channels.
